Community Update Meeting: Choo Smith Youth Empowerment (former Roland N. Patterson School)
The Department of Real Estate is hosting a virtual meeting to provide updates on the sale of the former Dr. Roland N. Patterson school property (4701 Greenspring Avenue) to Choo Smith Youth Empowerment, Inc. (CSYE). The meeting will be held via Webex on Tuesday, November 1 at 6pm.
The purpose of this meeting is to update the community on the project changes to the CSYE redevelopment and upcoming City actions. Community members will have an opportunity to ask questions.
Meeting speakers include Comptroller Bill Henry; Andy Frank, the Department of Real Estate; and a representative on behalf of CSYE.
Individuals must register to attend the meeting. Neighbors are encouraged to invite others in their community. The meeting will be recorded and posted publicly on DORE's website after the meeting.

Request for Proposals (RFP) for 2001 Park Avenue
On January 24th, the Department of Real Estate released an RFP for the 2001 Park Ave. The 15,194-square foot stone mansion sits on 1.835 acres in Baltimore’s Reservoir Hill neighborhood. Over the decades the property has been known as the Birckhead Estate, the Bond House, Mount Royal, Norse Hill Home, and the Norwegian Seaman’s Merchants Home. The oldest structure in Reservoir Hill, the building is located in the Mount Royal Terrace Historic District and is designated a Baltimore City Landmark.
We received three proposals by the April 22, 2022 deadline. On May 26, our office convened the Review Panel to examine the proposals in depth and ultimately make a recommendation to the Comptroller. The Panel developed a list of questions for the respondents, which were due June 3.

Community Meeting
On July 26, 2022, the Office of Councilman Torrence together with the Department of Real Estate hosted a community meeting on the RFP. Respondents presented their proposals for 2001 Park Ave. A meeting recording can be found here. Proposal feedback from members of the community was accepted through Friday, August 12, 2022. The community feedback report is public for review.
